Explanation: Each planet has a specific agenda (what results it wants to give). In order to implement that agenda, it needs cooperation from other planets. Ashtakavarga Bala measures that cooperation level.

High AV Bala: The planet gets cooperation from many planets → can give results in the dashas/antardashas of many different planets who are cooperating with it. Results are given more easily and in varied circumstances.

Low AV Bala: The planet is largely a "loner" — others don't cooperate with its agenda → must give results primarily in its own dasha, and even then with difficulty.
AV Bala changes by varga: A planet may have high cooperation in the matter of education (D-24) but low cooperation in the matter of career (D-10). The same planet can be strong in one domain and lonely in another.
